One way to think of God is Him being the Uncreated Creator. They must have the ability to create and I assume any god worth worshiping would create the universe because they have an infinite love for humans and wanted us to exist.
The irony of this poll being 50/50 makes me laugh a bit. The questioning of a God has divided philosophers for centuries and still puzzles the general public today. In my opinion, everyone is able to believe in what they choose as long there is no ethical breaches.
The only reason this being wouldn't be "God" is if you use Christian (or similar) idea of what "God" is (aka. the creator). Many other cultures see "gods" as supernatural, superhuman beings that exist within the universe and other cultures see the universe itself as "God". If the posted statement was confirmed to be true, this type of being could not be the Christian God, but many other cultures/religions would still consider this being to be god.
A god seems to be interpreted in different ways. Ultimately, I think the term god is too subjective. However, i would say that a god is considered to be a supernatural being that people worship in some form or fashion.
Nobody knows if God really existed or created the universe so this leads people to be able to believe whatever they want. This country was founded on the idea that people can choose to believe whatever they want so lets just let them do their thing.

Such a being would have God like characteristics. But would not correlate with the God of Abraham who created the universe.
