Another way to say "not to choose is still to choose."
In other words, we're free to choose), but not free NOT to. To deny your freedom is to regard yourself as a thing, an object, not as a conscious chooser, a SUBJECT.
This quote has me thinking about situations in my life where everything felt out of my control. For the most part I was free to do whatever I chose but ultimately I had that higher figure controlling my every move (teacher, parents, etc.).
Schopenhauer, paraphrased by Einstein: You're free to do as you will, but not to WILL as you will.” In other words, our desires are not freely chosen but are imposed and determined. Not sure the Existentialists address that hypothesis adequately.
